&lt;p&gt;I found that the process was less painful with Subversion 1.6.6.&lt;/p&gt;

&lt;p&gt;Using David Summers' RPMs (http://summersoft.fay.ar.us/pub/subversion), I was able to install Subversion, neon, APR and SWIG directly from RPM without any modifications.&lt;/p&gt;

&lt;p&gt;He doesn't provide a subversion-ruby RPM though, so I downloaded the Subversion source and followed your last few steps:&lt;/p&gt;

&lt;pre&gt;&lt;code class=&quot;ruby&quot;&gt;./configure --with-ssl --with-swig --with-berkeley-db
make swig-rb
make check-swig-rb
make install-swig-rb&lt;/code&gt;&lt;/pre&gt;
